He wields his badge as often as he wields his gun in order to get his way. In the aftermath of Hurricane Katrina he becomes a high-functioning addict who is a deeply intuitive, fearless detective reigning over the beautiful ruins of New Orleans with authority and abandon. Complicating his tumultuous life is the prostitute he loves (played by Eva Mendes). Together they descend into their own world marked by desire, compulsion, and conscience. It's powerful material for Werner Herzog, a premier chronicler of the madness of men, and Nicolas Cage, who brings a fevered intensity to every project he takes on.

Just as ridiculous as the title implies, this ill-conceived sequel to Abel Ferrara's masterpiece ("Bad Lieutenant" - 1992) picks up some grains of muscular grit under the unlikely Werner Herzog's guidance, but flails every step of the way.
